What separates a bad written villain to a good written villain

It depends on the story.

75%+ of my story would remain the same if I had decided on a different antagonist. It's extremely character-driven, they have stuff to do and goals to accomplish, and the big bad is only important when they interfere. I have thus put relatively little character-building into them, though I have made them intensely dislikable and created a sympathetic secondary 'antagonist' who is forced to work for the main one, and will need to be overcome in order to finally deal with the actual villain of the piece.

If the antagonist was more of a centerpiece, they would need to have more depth, but we just don't see them very often. We mostly see the results of their work. In fact, I am writing volume 4, and I think we've seen the main antagonist directly only once, and that was for a few paragraphs at the end of a chapter. The MCs know a fair amount about the BBEG at this point, but have not had a direct confrontation.
