it's just some stuff related to mailing packages. They accidentally left in the book lol

My expert detective skills lead me to believe this is a Parcel Post Customs Declaration for the United States of America. Probably made in 1979.
It's just an official document used when sending stuff abroad, since this one is blank it should not have been used.
