Honestly reminds me of a TTRPG game I ran with a very modular power system where you buy powers by spending points. One of the players was a wizard, who had a budget of points he could reallocate into any other power by doing a ritual. We all vastly underestimated how strong it would be.

At one point he wanted to find a necromancer in the city. The “detect” power doubled in range every time he added a point to it, and narrowing it down to detect only fairly specific things was not too expensive either. So he ran the numbers and asked me “oh, incidentally, are there any necromancers on Mars? I think I overtuned the ritual.”
