Luck play a big role in it too.
But a large part of the readers base of web novel like when there more chapters to binge read. I, for exemple, doesn't read a story that doesn't had 100 chapters at least.
For the cover part, if you like it, stay with it, if you pursuit views at any price, then just put a waifu on that cover.
There tags that are more attracting to people here and it's the same on different sites, it's just different tags that are popular on each.
If you release a chapter per week, you will get view soon or later since you appear on the last update page, it just depend when you release it and the trafic at that time too.
And now at last, what you write for? Is it for money? Or for yourself?
If you write for money, then sorry, you can already drop your story. It doesn't mean your story is bad, it's just you didn't get that bit of luck or that impact that gather readers toward it.
What you can do is start a new story, write 20/30 chapters, try to write it correctly and make it interesting with popular tags, and when you release it on any sites, release it one/two chapters per day. If you see results, continue, if not, drop it and begin again.
If you write for yourself, then why did you care about the amount of views you get? Keep writing, sooner or later you will get those views, the more chapters you will release, the better chance you will get to gather views, but don't write more chapters only to have more chapters, do it correctly and in a way that is usefull to your story.
