This is my very definition for those in my novel that I dubbed as strong characters. If they were ever forced into a situation and had a goal to achieve, they would never play by anyone's rule but their own.
My main character is the prime example.
She got to pass 7 trials in a cave to be acknowledged as the next candidate? Sure. Suited yourself but she would fuck the doors to reach the goal rather than bending herself to whatever game the trials were playing.
A different character had a very strong power but he got to win an auction for the item he needed.
He attended the auction, sized up the various people in the auction house, got familiar with the items available but never bid on a single thing. He got his wanted item by ambushing those that were truly bad and offended him then stroke a deal with the person that had the thing he needed for an exchange.
Another pair of characters are a battle junkie and a power-thirst young master.
Big bad's subordinates threatened them. "Submit or die." They tagged along and helped unseal the big bad from the ancient formation. "Well done! I will surely reward you."
"Really? Then fight me?" Proceeded to maul the big bad but left the big bad ran off with half his life. "Those liars lied to me! This guy is not the strongest at all! I am tricked!"
"Oh I saw you got mauled real good by him. I went through with the everything to bring you back. Now serve your purpose and become food for my growing power!"
In short, strong characters for me are those never play by their opponents' rule. They will always turn the situation around so that the others had to play by their rules and fought against their strongest aspects. Those that bended to people's will are pushover in my book.
