When on public WiFi, like grocery stores or hospitals, I can't access Scribble Hub on my phone, unless on cellular data, or on my laptop, unless I pay for a VPN.

I have no other problem like this with any website other than Scribble Hub. According to the alert, the public WiFi believes that Scribble Hub is a website impersonating Scribble Hub, and it won't let me access Scribble Hub otherwise, due to danger.

Is this fixable? It's rather time-consuming and expensive to work around, if it all feasible in the first place.

Hmm… I don’t use public WiFi so I don’t know. It could be because ScribbleHub has ads that might be vulnerable to some networks.

I had a similar problem in the past, and it took replacing the router to fix it.
Not that you can do that with public networks...

nothing that can really be done, honestly. Public WiFi's are easily susceptible to virus's due to like, being public and all, and this is one of the measures they take to prevent the entire wifi from being infected. Although, maybe try clearing your cache or history?

Have you tried using Google DNS? I change my chrome DNS to Google DNS because my country have a pretty strict censorship, and so far I didn't find anything that needs me to use VPN to access

I do not see any issue with the certificate.

But @Heartmint's advice to change your DNS is solid.
Why? Because unless you set a default, your device will use the network's DNS.
As for why a VPN fixes the issue, the VPN sets its own DNS provider. I.e., if you use airvpn, you use their DNS server at dns DOT airservers DOT org.

Thus, the issue would not lie with scribblehub but with whatever DNS provider that public network uses.
Try to figure out your DNS resolver by visiting https://www.dnscheck.tools/ while using the network in question.

But what if you can no longer access the internet via the public network after changing DNS?
Some public networks try to prevent you from using a different DNS resolver. They do so to filter your requests and block certain sites.

Since some people recommended Google, let me recommend 9.9.9.9, also known as quad9.
