I can say that this is perfectly true. I have read some new stories who suddenly got one stars that weren't bad at all. For most of them, I give a four or five star rating just to balance the rating out.

Honestly surprised that The Clown And The Pink-Haired Delinquent is the highest ranked story that I have. With how messed up one of the two main characters is, and the first four bad chapters, I would assume it would get a rating not of five stars, let alone seven rates of five stars.
