I think for other products. Nintendo will allow more room, but for pokemon? It kinda is an auto money maker.
So, it doesn’t surprise me they don’t allow for more time for development.
I noticed for basically any product except Pokemon, Nintendo gives them more time and creative grounds.
Gold and Silver, Lugia in a cave at the bottom. Ho-oh above the tower.
Ruby and Sapphire, Latios and Latias, or finding stuff underwater.
The one after that, had you find Giratina either in that void, or in a creepy place.
You explore the world, find pokemon, and catch them. The point is the world, so you can capture, train, and battle with them.
Yes, Pokemon games are linear. Though, the older ones had many things to find within the whole world.

Castlevania is another good one. And yeah, as you said. Developers know how to make a game.
However, their hands are tied by the executives, and thus the shareholders.
Nintendo is in a weird spot, where their games are good. Not 90s/2000s good, but good. Except Pokemon.
But their methods of doing things is corrupt. Hence why I won’t purchase from them.
I wouldn’t say more competent, but they were skilled. Which I am sure, if smaller budget ones had more money, they can put out something better.
But that’s just life, shouldn’t discredit them though. As their presence gives more weight to the independent community, and reflects positively on them.
Nintendo is kinda sue happy though lol. When they tried to sue over the monster auto battle mechanics.
I immediately just thought of Nights of Azure, which uses auto battle mechanics for the servans.
