The cooldown is 8 seconds. Just like NUF. Unless you're spamming threads which is 3 minutes cooldown. You must've leveled up your spamming over here to be able to notice that cooldown. But on a serious note, is the cooldown longer than 8 seconds for you?

After publishing your chapter, it could take up to five minutes to show up so that could be the problem if you're checking right after you publish your chapter. Did you check the 2nd page? Depending on the time and day, it could've gotten bumped down to the 2nd page if it was over an hour.
