This is a @ohko GM opinion, but IMO it’s fine to include a few lower level characters in your party last long as you make sure something bad happens :blob_evil:

You can always do quest reports a few ranks down! Party quests too! Frankly the level curve isn’t supposed to be so steep that a rank D character is too OP for rank E monsters, etc.

It was 15 :blob_happy: Unless you want to make everyone's life difficult and bump it up to 20. That said, it gets exponentially more difficult to level up the higher you get, so it's highly unlikely that 5 guild quests at a single level are sufficient to take you to the next level.
