If you made the character, generally you should try to fill as much as possible. Basically, you are responsible for maintaining their sheet.

I generally think it's not required for most NPCs. For instance, Shiori does not need a detailed skill list. Add it if you want, however expanded personality is absolutely critical for NPC character sheets, since other players are using them.

I kind of agree with Renne here. Honestly people should not be abusing the ???? skill level too much, because for many people they are basically implying their character is Rank SSSSSS. For OOC purposes, I would like to see their rank/level explicitly stated. The same is true for skills, but...
