how about we do a vote for who gets to be the ruler, have 5 councils of 23 members under them, and the ruler gets to be in power for at most 13 terms of 10 years each with no more than 3 terms consecutively. everyone but humans gets to vote on them and 3 of the councils, but two of the councils have members directly nominated by the current ruler

It is simple to become able to vote. all you have to do is forsake your humanity for either the Vampire race, or the Aushephexiiv race. You could also become an undead, or intake demonic energy into your body and become a demon.
