But I am not surprised that Sailus struggles with it, considering the traditional forms of Russian government. The rule of law has never made it there.

What is the difference between a law, a rule and a norm?

that's why Light lost, humans create laws, gods don't have to. a god's "law" can't be called one because no human can change it. and he's just a human playing god.
