The Demon King / Demon Lord is a Stock Japanese Character popular in Standard Japanese Fantasy Settings, where they are usually referred to as the "Maou" (魔王 — literally "Demonic/Sorcerous King" in Japanese) or "Daimaou" (大魔王 — "Great Maou", often translated as "Demon Emperor").
a "Demon King" is considered to be the single, most powerful demonic entity, often ruling over a large demonic army, while a "Demon Lord" is a powerful demon, usually ranking below the Demon King
A Demon lord could have different meanings. Some mythologies call high ranking of any monsters and creatures: “Lord” like dragon Lords in slayers anime, which are actually golden dragons who only have more abilities than normal dragons.
I.e. In Arx Fatalis we have Goblin Lords that are basically what in modern anime shown as hob goblins. They are bigger stronger, and higher in ranking. But mysteriously the goblin king in that game, is just a normal goblin, who has turned fat because he eats and loves cookies too much for his own good.
And similarly we have slightly higher ranking demons in Gothic 1 and 2 games who are called Demon Lords. But wait!!! the story is different in anime.
In Anime Demon lord could translate both as Demon king or Demon God. Because lord could also mean God. Sometimes they are called dark lord as well.
Example: Shabranigdo in Slayers anime is regarded both as demon king and Dark Lord. But the 1st description is most likely incorrect.
Why? Because he himself is a creator class being. And he is not just any creatior. But he created not one or two or even three Demon Kings, but 5 of them. And he just created them out of thin air, just like a God (an evil God, however!).
He was also the eternal adversary of the highest ranking God in Slayers universe: Ceifeed the Flare Dragon God. Now this Ceifeed is also a seriously overpwerde being. He is the creator of 4 Dragon kings that are basically each one Gods in their own rights and are subject of worship by followers of Gods. Kinda reminds me of Tensura universe where there is 4 true dragons and they are worshipped as god.
So Ceifeed is the equivalent of Akatosh in Elder Scrolls lore, or Zeus in Greek Mythology if you prefer it that way. And Shabranigdo is his direct rival and polar opposite.
So in general the Dark lord could mean both a demon King and a higher being such as a Dark God. But I don't think it would be fair to call any demon king a Dark Lord. Like when I hear someone call Muzan or Voldemort: The Dark Lord, it really pisses me off.
Like Shabranigdo is someone who could command over an entire universe and even create Demon kings on a whim. And Muzan and Voldemort have problems, just defeating much lower level enemies, and they barely qualify as continent level treats. With Voldemort even being lower than Muzan.
This is like an insult to the title of Dark lord.
Question: Are all demon Lords/kings evil?
Evilness is not a state of being or even a mindset — it is a moral and ethical choice or series of those choices. (Does no one read a dictionary besides me?)
To be evil, something has to follow the human standard of morality. Humans can be evil. To be evil is to defy every single moral standard of humanity (as defined by a particular culture) and to do these things without remorse or care but possessing knowledge that what they are doing is wrong.
Demons…demons have none of this. (not that can be proven).
Technically, no demon can truly be defined as evil unless that demon, for reasons unknown, was human once. This is because demons:
A) Are not human. Human morality can only be applied to humans — you can call a lion cruel for killing rival cubs, but to the lion, it’s not an act of cruelty at all. They don’t follow human morals, first and foremost, because they don’t have human feelings. Why should demons, who are for all intents and purposes a different species living in a different dimension, be any different?
B) Do not, in all likelihood, know that what they do is wrong — or if they do, then don’t know why it’s wrong. Think about it — according to the Bible, Lucifer was the first to fall. According to other demonological sources, Lucifer was, as you can imagine, pretty pissed off that he was thrown from heaven. Now, just as humans and other intelligent, social species are apt, a chain of “wrongness” might occur here. There was a study done on apes that demonstrates what I am trying to say, in which one ape would climb a ladder in order to get a treat — however, when he did so, cold water would jet down, making all the others suffer a consequence for his mistake. (think heavenly interference.) As a result, all the other apes (in this case fallen angels turned demons) eventually came to the point they would relentlessly beat any ape that went up the ladder. Even when the original apes that suffered the consequences the first time were removed, the new ones that were brought in, which had never experienced the consequence but had learned from those before, would still beat any ape that climbed the ladder — without ever knowing what would happen if it got to the top. In other words, they never knew WHY the other apes shouldn’t climb the ladder, but beat those who tried anyway, because their bitter predecessors taught them to. If this test, theoretically, works on humans, apes, crows and dolphins, why would it not work for demons, who have rather complicated societies themselves?
C) Have free will. It is somewhat arguable over whether angels have free will or not, but demons certainly do. While they certainly are apt to be mischievous, are humans not the same? If placed in an environment where there were not the same moral rules, or rules in general, would you not also become mischievous, knowing you could get away with it? Does your mischief make you evil, though? Ferrets are pretty mischievous. They dig, they bite, they claw, and they’ll eat a rabbit alive if presented the opportunity. Does that make them evil? Of course not, they’re animals. They’re just doing what they are programmed to do. Are demons not programmed to be sinful? To be mischievous? Is it not the job of demons, as they are generally understood, to torment people? What if their “evil” actions are just a part of their nature, in the way the grotesque actions of animals are? Are they really evil, then, for what they do not control?
In addition to my case above, I want to add some examples of demons that are more or less harmless and who can actually benefit humans when they choose to.

The black thrush demon is hardly a “demon” at all. He was once an angel, supposedly, but no one really knows his story. His greatest weapon against humanity? He likes to argue. Oh, and he can burn you with ashes, not that he is often inclined if you don’t offend him. Oh, and he can talk to any animal — but he can also teach humans to speak with animals. The only thing that really offends this guy is when he loses an argument (because he always thinks he’s right) and when his nature-friends get hurt. So, unless you’re a logger or a poacher, or someone else who hurts trees or animals, he’s not likely to torment you.

Yeesh, right? This is the legendary demon Amaimon.
But wait…
Surely, SURELY, this guy has to be evil, right? He’s one of the Nine Princes of Hell, after all. He’s one of Lucifer’s (or Satan’s, depending on who you ask) Sons, surely he has to be a bad dude?
Well, while he does have miasmic (that is, toxic) breath and a propensity for poison…he’s also one of the chief demons of Sloth. He’s vain and stubborn, true, and anything but harmless in a fight. But, for the most part, he leaves humans well enough alone. He’s simply too lazy to possess someone, though he’s certainly capable, and furthermore isn’t really a glutton, unlike his relative, Beelzebub, who devours everything in sight — be you human OR demon — and is a “False God” of pestilence. But Amaimon? Amaimon doesn’t have the energy to care. His only temptation that he inflicts unto others is wrath, because frankly, you get frustrated with him after a while. He’s lazy, bossy, and rude. But mostly just lazy... REALLY lazy.
Sounds like a bad person to me, but not “evil”.
Demons may be bad, perhaps, but from my perspective, I could hardly call them all evil.
