there's an app called animepipe I installed mainly to watch bilibili but there was a screenshot of gura. I don't watch hololive much but I never knew they had their youtube thing. At least I think it is that? Because I am pretty certain neither twitch nor yt have the bullet comment functionality.
What is that site btw?

I suppose so. I only watch shorts and whatnot of them when the algorithm feeds them to me. But as far as I know, they are contractually obligated to only stream on YT. There are no other links to them on the official site either, I checked.

They mostly stream in youtube but the japanese members sometimes stream on twitch mostly just for watchalongs. The bullet chat is probably an installment because the japanese and chinese are used to chat like that from niconico etc. while the rest of the world use the default chat.
