Looking for a story where a super tier villain hangs out with a low level villain

I recently came across a concept that I would love to see if someone’s already written it.

The premise is that a world renowned/major villain comes across a low level starter villain who doesn’t recognize him. The starter villain manages to get him to help in small crimes and the major villain slowly considers him a friend and becomes fascinated with small crimes since he only ever did world ending threats.

I had an idea for a demon lord trying to corrupt a hero by pretending to be the hero and slowly getting their will worn down by the actual hero, but I've never seen what you describe. Write it yourself, if everyone else fails.
