Why does everyone from temperate cities always say "Our weather is really special. It could be hot in the morning but cold in the afternoon."

story time: I was in 4th grade and at school when around 6.2 magnitude earthquake hit. I was on 3rd floor and the entire building, table ,chair, etc were shaking! Then our teacher rushed in and shouted at us to rush down to the ground and everyone evacuated except me...
The audio is somewhat better, but if you are willing to wait a few hours it should get even better. Nonetheless below is the piece of music I made.

We have a cook who'd stay with us and it's so awkward.... like she's staying with us... and now everyone is awkward around each other cause she's a stranger and we are a strangers to her... and ahhh!!? I hate social interactions! QAQ How do I talk to her? I can't even understand her dialect properly...
