Sorry for not posting more Who's That?(Anime Edition). So, the answer from the previous Who's that Samurai is Ikki Kurogane, once "Worst Samurai" but became Powerful Samurai after the duel againt Stella Vermillion.

Right now, Who's that Archer?" Bascally, an archer but his kingdom see the bow and arrows as the coward's weapons but he proved it wasn't what they think after he used the army of his slave mastress to protect his city, the city which his father, the duke gave it to him. So..... who's that Archer?

It's been too long since I saw the anime and don't remember if bow = coward's weapon was a thing there. I do remember the MC was a minor noble (not a duke, which is right under the royalty) of low repute with the other nobility and a highly skilled archer, who was captured by the enemy in a war, and then effectively hired his captor to protect his territory, but as far as I recall he was a prisoner held for ransom/political leverage, not slave.

That was the first thought in my mind when I heard Archer but it just has no correlation to the hint ngl
Well, it was a shot in the dark. I only have knowledge of 3 male bow users, the third being Ishida from Bleach and surely not the answer.
Emiya was accused of cowardish tactics. He indeed has a master and said master prohibited carpet bombing. No correlation with "city" "kingdom" or "duke" unless the former and the second are a symbol for legacy and last for authority.
No clue about the second as I only watched the first couple of episodes. Trust Arkus86 who commented above.

Do you know the name? Because your guess is very closer and forgive me if my thoughts were wrong about the Noble MC

It did get the idea across. MyAnimeList saves the day - it's Tigrevurmud Vorn from Madan no Ou to Vanadis.

You got him. Also he is my favourite anime archer in all time. The reason? His sniping skill on enemy commanders.
