For it to be conciderd a winter, in this discussion, the ground and water needs to freeze for more than a week at a time, and if a storm were to form or pass through it would be a winter one (Snow, sleet, hail, etc.).

The character(s) start said survival in spring with no, or very few, tools. They will not meet up with wider civilization outside of a couple of passerby's and visitors. The setting is entirely up to you plains, forest, desert, magic, time period, etc.

Once one finds a stable, sustainable way to live in such an environment it no longer becomes about survival.

Make it a long (5+ months) and dark (daylight <4hrs) and but mild in temperature winter. Have a constant sleety drizzle with temperatures averaging 0~2C, so that there is no sunshine till spring and everything is wet and cold and slippery. This way, your protagonist will have to go out in the short dim day to hunt or forage for root vegetables. Winter will have more impact if you force your protagonist to be outside. A short but severe winter where your protagonist is blocked from leaving their dwelling by snow won't really let the harsh environment sink in as well; the cold will feel too far away from the protag if all they have to do is wait around and snack on preserved food.

3-4 months would create problems that would make the story more interesting as the character struggles to solve them in a survival story. Any less than that wouldn't create enough tension as most people could survive for a month or two if they have the right materials. Any more than 4 months would make it incredibly difficult to survive in, even with enough preparation. If it's in the forest then they're more likely to survive due to how many animals live in a forest compared to plains and other biomes. Snow would make it easy to get water and a forest would be perfect for hunting food.

Having an unending winter can also be an interesting premise. Take the game frost punk for example. The world's weather goes from bitter cold to a cold snap where the temperature is enough to turn methane into a liquid. Survival mean keeping those boilers filled with coal.
