When sorting by rating, also sort by number of ratings

Stories should be sorted, when sorting by rating, such that for each rating value (4.0, 3.9, 3.8...) the stories are also sorted in a descending manner such that stories are also sorted according to their total number of ratings. It would make the rating filter more useful if you didn't have to filter through 20 pages of chaff to find a handful of stories with enough ratings to get a true appraisal.
