If I write a story based on Civilization V, is it a fanfiction, or an original story? I mean, things will have more management in them, and not just built the thing, and assign it some villagers to manage. I really want to try some kingdom building.

write a story based on 500 years of simulated history using Dwarf Fortress, modifying the generated map to have smoother more realistic land borders and creating nations based on the major settlements in each area

With the factions being historical figures would it even be fan fiction? What would you call a fictional conversation between queen Victoria and napoleon? Civ CEO is a story like that but I would call it an original. Though in that book all the civ leaders are summoned from another world. Anyway, I don't see which scenario would be fan fiction because things are just so randomized to begin with.

I won't use any historical figures. All the Civs will have an isekai bumpkin to rule them. They will just take some of the characteristics of the Civs in the game. I am planing a full 12 player interaction in Prince difficulty. (I never managed to play above Prince, so I don't have experience with things above that rang.)

This does sound like fan fiction, but... It seems kinda weird to call it that. If you directly reference the title Civilization V or its mechanics, then it's fan fiction. If you just say, "Hey, this is similar to a game I played." Then you can probably still call it an original work. Especially if you directly change critical elements of the original.

If you're really worried about it, find the list of Copyrights and Trademarks and whatnot that Civ owns, and DON'T INCLUDE ANYTHNG ON THE LIST.

Dude if your going to make a civ simulator you need to play both evolve, prosperity, cividilization 2 and idle civilization

It is not a new idea, Civ CEO came out in 2019 and already has 6 volumes. :P

It's only fanfiction unless you use the IP itself, meaning proper nouns and trademarked concepts and such. Otherwise you might just call it a story "inspired by" but no, it won't be fanfiction.
