Is Bondrewd the greatest villain in the current anime/manga genre?

I watched the Made in Abyss anime and played the game. Bondrewd would welcome any cave raider that reached his outpost in the 5th layer. Heck, he's probably the most helpful of all the White Whistles, and would only pose a threat if you happened to be some ancient robot or had a rare relic that you weren't willing to give up.

I can't say the same about Griffith.
