Hello everyone, this is the first time I found a fanfiction work on this site that very heavily relies on another fanfiction work on FanFiction.Net.

Basic summary of “The Fateful Uchiha”:

“The Fateful Uchiha” is a fanfiction where a reincarnated male, Uchiha Jun is a part of a family with Uchiha Uzumi and their parents.

Summary of Fanfiction.net story “Tsunami Uchiha : les origines”:

“Tsunami Uchiha : les origines” is a fanfiction where a reincarnated female, Uchiha Tsunami is a part of a family with Uchiha Izumi and her family.

So the basic summary doesn’t actually tell you much about plagiarized work, as it could be a coincidence that they are using a very similar setting. I could give a very large number of occurrences, as I literally can go into most chapters and find some heavily influences or in some cases straight up copied names of characters(along with the same personalities) from the FanFiction.Net story, even then they are OC characters that don’t occur in Naruto. I will cite three examples that you may have some trouble proving as the original fanfiction is in French if you could have guessed from the name.

Ex.1: Explosive trio (chapter 6 in “The Fateful Uchiha”, chapters 3-4 in “Tsunami Uchiha : les origines”):

The relationship between the main character with Iruka and Yugao is the same as in both stories. They both have similar interactions with each other, and both end up learning how to create explosive notes, being called the “Explosive Trio” in both works.

Ex. 2: Protecting the eyes (chapter 39 in “The Fateful Uchiha”, and chapter 12 in “Tsunami Uchiha : les origines”):

The design of the eye seal in both works is very similar if not the same, and looks similar to a vein in both stories. The names of the OC sibling are the same, and the mothers reaction to application of the seal on the tiny child is the same.
Ex. 3: Karin (chapters 49-51 of “The Fateful Uchiha” and chapter 16 of “Tsunami Uchiha : les origines”):
The name of the healer(Karin’s mom) is nearly exactly the same. The process for retrieving Karin is nearly exactly the same. I literally am writing out the fact that this is basically the same and then checking that it is afterwards to verify that it is, so I don’t need to read the two works too many times because it’s giving me a headache.
I see no credit being given for the source of this information. What do I do from here? I’m not a plagiarism expert here.

I'm not a fan fiction expert since I've never read it myself... but isn't it all taken from naruto in this case? They can't monetize or copyright either work, so what would it matter. I'm probably just ignorant about fan fics though.

You understand it's fanfiction, right?

Okay, take my story FTS. It is based on a reverse morality world manga. I am using someone else's IP. I AM THE PLAGERIST.

If you make something from my work,of a plagerist, guess what?

Unless I rewrite my work to file all the serial numbers off, using my work is plagiarism, against the original IP, NOT AGAINST ME.

it's a fan fiction, nothing can save you even if your work became plagiarised

Most ppl think that since a fanfic copies the characters of an original fiction, then it's fair game for a fanfic OC to be copied.

However works are worth reading because they bring something new to the table. A fanfiction may feature an original plot and original characters to showcase the setting in a fresh manner.

Purely from a reader's perspective, if reading both stories absolutely bring nothing more of value than reading one of them, then I think it's reasonable to call it plagiarism (not in a legal sense). It's plain laziness because it's not that difficult in the first place.

If there are significant divergence between both in at least one dimension of the story, then it can be appropriate to call it fanfiction of a fanfiction.
But even in that case, it would be good etiquette for the second work to mention the inspiration source as you said. (It's only common sense/ gesture of sincerity and honesty just like how you'd explain that it comes from Naruto)

Now, you've pointed commonalities but perhaps there are differences that could be found? If not, I suggest giving a notice to both authors so they can mald at each others

Maybe since one of the fiction is in another language, they expect to get away with creating no original content for the fanfiction lol

Alright, I'll be more concise:

Plagiarism is the fraudulent representation of another person's language, thoughts, ideas, or expressions as one's own original work.

The fanfic writers usually credit the characters of Naruto belong to their author blablabla. So a fanfiction isn't plagiarism if they make it clear that it's not their own work.

Now, if they don't credit the plot or characters of another fanfiction while they use it, they implicitly present them as their own work, so it's plagiarism.

Conclusion: Yes, the few examples OP gave can be considered as plagiarism
You got fucking bamboozled into reading 51 chapters of a plagiarized work, get rekt
