One of the scenes I am currently writing is a character having their arm torn off, and to stop bleeding and buy a bit of time consequences be damned they magically necrotise the tissues where the arm was torn off.
I know it doesn't make sense from a medical perspective, but it sounds so awesome and cool I want to do it anyway. But still, does it at least sound remotely possible?

I could go yes, MAGIC! Of course it works. But your asking for some realism I suppose. So a more long winded reply.

Depending on where the arm was cut, Necrotizing the arm would not stop the bleeding, let alone the issues with shock trauma from the arm being lost. The closer to the shoulder the worse the issue is.
Necrosis is the death of tissue, usually from the loss of fresh blood being pumped into that area of the body. In the "Real world" necrosis is caused by the stoppage of blood for to long, disease, injuries or infections. It is why if you use a tourniquet for an injury/medical procedure or if someone has certain health conditions you are not suppose to have it on to long, if at all.

Gangrene poisons the rest of the body extremely quickly, to the issue it will necrotize more of the body from its spread if it is not caught fast enough.
There is also a difference in the type of gangrene Wet or Dry. The Wet type of gangrene is caused by bacteria, and the Dry type is just dead tissue caused by something else. However Dry Gangrene can easily become Wet as bodies are constantly being attacked by bacteria that the body fights off and that area is weak and will have next to no defenses against harmful bacteria.

So yes, you could say the spell causes the stoppage of blood and the acceleration of Necrosis. However, when large areas of tissue die due to a lack of blood supply, the condition is called gangrene and that spreads fairly rapidly if untreated. If the body is constantly exerting itself, guess what spreads even faster!

Nope, necrosis alone would not stop the blood loss at all. The tissue would die, but the blood vessels would be as open as ever. As mentioned above, you would have to combine it with something else, where the necrosis would be only a secondary effect of whatever caused the blood to stop flowing out of the wound.

Did your magical world has healing magician/priest/physician that can reconnect a severed hand? Can they even grow a hand that has long been severed ?

If your world already has one, who did develop the method ? Does it require rare/specialized material ? How much the knowledge known among nobility ? And how much is known to general public ?

How long has it been since the method of reconnecting hands/growing hands appeared in that world? Is it less than a century ? Less than a decade ?

How does your character even get their knowledge about the damned magical attack and their risk, and how are they so confident in doing so ? Is they're doing some standard procedure from academy ? Or it is something they learned from outside source ? Do they even learn the magical method of preventing infection of severed hand ?

For a character to do something life affecting like permanently severing their hand, they need strong reason and good knowledge of it.

Have you read to the end of Master of Monsters, by chance?

Ehhh. Anyway. I think you might be able to pull off something better with a little effort.
First- Kill the tissue at the ends of the severed part.
Second- Reanimate it as a zombie under your control. Order it to redirect blood flowing out of wound back into body.
Third- Optional : Zombie hand. Alternative : Purify zombie flesh and use healing magic to regenerate once safe.
