Does protagonist of a combat story need to be the best at everything?

Absolutely not. I had my MC getting is ass handed to him for the most part until he actually took training serious enough to do well IRL.

Protag that is best at everything is not something I am willing to read unless held at gunpoint. They can be good and competent at most stuff, sure cus they are the character that is worth telling a story about, but making them best at everything all at once just make the world revolve around them, and by the lord up above, those kind of people can burn in hell.

(well I suppose that if the protag is the only character in the story, then sure, they aren't anyone to be second to, or if you are writing a comedy where the power is second fiddle to whatever is going on, or you want to burn all the juicy supporting cast development and interrelationship and dynamic)

No, and I prefer them to not be. I love specialist MCs.

Protagonists without flaws are only interesting if you are trying to make them be the role model of people. And only young people need role models.
If you are writing for older people, then your protagonist has to have flaws. Else, you will not be able to make your readers to create a link with them.
