I don't think so ? There are some places that think the girl is at a marriageable age when she has her period, but I don't think it's celebrated

Definitely, though I can't remember the specifics. Something tells me it's common among native peoples in Central and South America, possibly North America as well. The word for it is menarche, so search with that.
OK, so looking around a bit myself, it's very widespread. There's stuff from India, Japan, Black communities in the United States, Apache, and I'm sure just the tip of the iceberg.
