Hmmm..
I don't lure people into my hoard. They come completely unwillingly.

Why would a dragon requiring a light/ lure to attract prey?

Concept is cool though, but it is form over function.
Let me write a short profile for the creature to try to explain why they'd need a light.

The Angler Dragon:

The Angler Dragon -- scientific name draco piscator (lit. Fisherman Dragon) -- is a True Dragon that dwells in the deep-sea more often than not around underwater volcanoes or underwater trenches.

The are hardly interacted with by the world above sea level and mostly have interactions with merman explorers or aquatic elves.

Both of which seek have extremely terrible relations with the species given how the dragon often act like a beacon or guide for the few wayward souls from the lands above, steals from the elves and often eats the mermen.

As the merman are know to eat sapient apiece like humans and the sea elves are extremely xenophobic toward those that live above the water.

As previously mentioned the dragon uses its 'lure' to lead land dwellers away from danger, but rarely interacts with them head on. Especially due to their ghastly appearance.

The Angler Dragon is almost invisible in its environment having translucent skin more often than not being midnight blue, purple, or black in color and all have piercing monochrome eyes with translucent eyelids -- usually being colored white, yellow, or a lime green; and thanks to deep sea giantism these beasts can stretch over 200 ft long.

Their hoard is mostly composed of old ship wrecks and the remains of sunken cities and the treasures of underwater civilizations.

Interactions with these dragons face to face are almost completely undocumented, as they are extremely shy -- a rare trait for dragons. However the literal handful of adventurers that have met these dragons have all said these dragons were soft spoken, and stoic. The dragons also happened to be very inquisitive at how they looked as land dwellers.

Another thing to note is that the majority of these dragon's sighting and all of the interactions have been with humans.

This connects with an old common fisher's tale of the first human grand fisherman releasing the Leviathan -- the first deep sea dragon -- instead of taking him as a trophy.
