It doesn't explicitly or implicitly say that in the site rules. And if that were the case, why have many translated novels on this continue to stay around. Many of which get on trending.

Sh can host translations, but they only will be listed on NU. There should already be a tag for tl. It will automatically hide said story from SH rankings.

I'm fairly sure there is already a system in place that addresses this. Like tiaf said.
