There is a reason why some people don't exactly want experimentations on criminals, just look up the "Nuremberg Code" and "Unit 731" for a history lesson.

Unit 731 was war prisoners. Doesn't really apply to what she suggested.

Unit 731 was just an example at how bad the experimentation could get, I already suggested looking up the Nuremberg Code which has it basis on Nazi Germany treatment on "criminals" during ww2. If we didn't have the Nuremberg Code, pretty much any criminal could be experimented on like they did with unit 731.

Yeah I know I brought that up for it's basis, I'm pretty sure prisoners are still being experimented on as of today.
