You must be talking about the 1916 Jones Act, which is the Philippine Autonomy Act. That one granted the Philippine Islands greater autonomy in governance. It was eventually replaced by the Tydings-McDuffie Act in 1934.
I think there was a different 1920 jones act that required all inter state transport to be done by US ships. Not sure if it applied to the philippines though.
It would have only applied between 1920 and 1936 I think. Though I think that considering how far away it was from the US, not sure it would even matter. Maybe it would have made things more difficult if a ship wanted to offload some stuff in manila and continue along to guam or hawaii
