Actually, I just can't seem to understand how people don't have grills and only have raillings in their balcony. Isn't it too risky to not have grills?

Freedom vs safety.

Also in most hotels they don't have safety grill, because then the hotel balcony feels more like prison.

I know but people don't have grills at house abroad (as far as I've seen) which is kinda odd as there are grills even in the windows where I live.

If no kids involved, most likely no grills.

Once again, freedom over safety.

Grills? We only have them at the ground level ...
