I have an editor but I still need to edit it before sending it to the editor because of how many changes I have to make. Plus, they just tell me what needs to change and offer alternatives. I still have to make the changes myself.

I would call that an useless editor.

I would disagree as a lot of editors work this way. However, there is an industry-standard that considers editors to make changes for themselves with or without the writer's consent. These are usually done by writing houses and large industries, such as film and playwrights.

This is not what most writing editors do as the writer wants, and sometimes needs, to make decisions on what should and shouldn't be changed. This is to prevent accidental plot holes from arising due to the editor not knowing about something.
