It's nothing exciting what so ever. In order to avoid having to make a decision on an issue that had contradicotry rulings by other appelate courts, this one decided to create a bizarre venue requirement on a specific type of motion in order to dismiss our case. I couldn't find a specific instance in my resarch of specific motions having specific venue requirements. Venue is general, yo.
