"High fantasy" refers to the setting, not the quality. Harry Potter, Dresden Files, and Percy Jackson are low fantasy. LotR, Narnia, and Elder Scrolls are high fantasy.

Have you heard of the High Elves? If you have, it's High Fantasy.

I never watched or read Game of Thrones, but this seems like a copium take. Punching up and finding flaws in beloved works is the easiest thing people can do.
