So, uh, I have a character design description in my head and the best and most simplest way I can describe it is that "he looks like the loli Austrian painter from Petals of Reincarnation, but with ash blonde hair." and that one part of my brain wants to directly name him.

Which had me wondering, are there any words that if I used them in any work, could get me banned?

You can say pretty much anything except for hate speech, even that is debatable. Scribblehub only ban reported scammers

But for that description, it's more "would anyone understand it?"

You can say/do everything that is not directly prohibited by Content Guidelines or the law itself (duh).

However, in practice, as long as it has nothing to do with real-world matters, it is generally acceptable. Even things that are not allowed are passable as long as you don't directly describe them.
And yes, loli Hitler is not bad. Otherwise, Tanya wouldn't exist.

I'm certain you can say it, but as a line in the narration of prose it wouldn't exactly be compelling or legible to anyone not familiar with Petals of Reincarnation. You risk alienating/annoying readers by relying on a niche reference that you're not even confident making. Unless your intent is to forcefully invoke the character (why?) you're better off just describing him with, like. Adjectives and so on.
