What are you talking about? Discussions and opinions are allowed. Of course, there are limits, but as long as it doesn't get reported, moderators will stay out of it. Contrary to your imaginary standards, in the real world, moderators don't read every post people make.

It's because moderating websites in several languages is untenable. So there is a blanket ban against that since moderators can't control what is being posted if it is in a language they don't understand. Don't make up stupid reasons.
